The Honorary Badge of EMERCOM of Russia (Почётный знак МЧС России) was, until March 1, 2013, a departmental distinction and EMERCOM of Russia’s highest breast badge.
The EMERCOM of Russia breast badge “Honorary Badge of EMERCOM of Russia” is awarded for merit in establishing and developing the EMERCOM of Russia system and ensuring its successful operation; for excellent performance of tasks to prevent and eliminate the consequences of accidents, catastrophes, and natural disasters; and for many years of impeccable service in civil defense.
Personnel of EMERCOM of Russia may be awarded the EMERCOM of Russia breast badge “Honorary Badge of EMERCOM of Russia” if they have at least five years of service in the EMERCOM of Russia system (including in services, agencies, institutions, and organizations transferred to the jurisdiction of EMERCOM of Russia), provided they have previously received one of the EMERCOM of Russia breast badges “For Merit” or “Participant in the Elimination of the Consequences of Emergencies.”
The award is made by order of the Minister of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters.
