The Military Flag of Victory Medal is a type of medal of the State of the Socialist Republic of Vietnam, first established by Decision 572a/QN-HĐNN7 of October 27, 1984, of the State Council of the Socialist Republic of Vietnam, on the occasion of the 40th anniversary of the establishment of the People’s Army of Vietnam, and established for a second time under the Law on Emulation and Commendation (promulgated on November 26, 2003).
When first established, the Military Flag of Victory Medal was awarded to military personnel and defense workers who had served in the People’s Army of Vietnam for 25 years or more and had performed their duties well while on active service; it was also awarded to foreigners who had made significant contributions to the work of building or strengthening solidarity in combat, cooperation, and friendship with the People’s Army of Vietnam. The decision to award the Military Flag of Victory Medal was signed by the Chairman of the Council of Ministers (now the Prime Minister).
