The Commemorative Cross “Pro humanitate” for Humanitarian Relief Operations Abroad, with ribbon bar and diploma, was established by interministerial decree on 27 November 1996 for personnel of:
the military and civilian personnel of the Ministry of Defence;
the Guardia di Finanza;
the Military Corps and the Volunteer Nurses Corps of the Italian Red Cross;
the Ministry of the Interior;
the Ministry of Transport and Navigation;
and selected foreign personnel who have rendered distinguished service to the Italian state,
who, with a strong sense of duty, impeccable disciplinary conduct and an admirable spirit of human solidarity, served in forces or missions engaged in providing humanitarian relief to populations outside national territory under bilateral or multilateral agreements, or on behalf of the United Nations.
The Chief of the Defence Staff indicates by decree the forces and missions, the beginning and end dates of operations, and the intervention zones that qualify for the award of the medal, as well as the inscriptions to be placed on the bronze clasp and the diploma.
